Fix all XML documentation warnings

Description

In preparation for the 1.0 release, we should make sure that all public methods are documented and that not parameter mismatches or other XML documentation warnings remain.

The bulk of the work was done in the 0.9.9-0 release, but the math library contains several public operators that are not documented.
