[OpenTK] Invisible window when changing from Fullscreen to Normal WIndowState on Windows 7

Description

This is on Windows 7 Professional amd64, using 186.81 Nvidia drivers. The process is still running but disappears from the alt-tab list completely.

Fixed in r2553.
WindowBorder would fail to reset window visibility before returning.
