IIRC this method was introduced to core in OpenGL 3.2. Parameter names are held by an enumeration named ArbUniformBufferObject, but it could be ActiveUniformsParameter and contain much less values as explained in specs page 63. (method's original name is GetActiveUniformsiv)

Thanks for the bug report, fixed in both 1.0 and trunk (r2594).
